ANR Pipeline Company ("ANR") is initiating a non-binding turnback open season for its Niles Power Plant Meter Station Project ("Project").

ANR's Joliet Hub Area - Niles Power Plant Meter Station - Response to Solicitation Terms
In accordance with Section 6.3.3 of the General Terms and Conditions of the ANR Federal Energy Regulatory Commission ("FERC") Gas Tariff, ANR is conducting a non-binding turnback open season in conjunction with the proposed Project. Responses to the solicitation shall reflect the following parameters:
 Conforming responses to solicitation will request turnback capacity beginning no sooner than August 1, 2020, with points of receipts within ANR's Joliet Hub area (subject to receipt point capacity) to points of delivery between ANR's Bridgman and Defiance compressor stations within the ML-7 zone.

 Minimum capacity turnback request term is seven (7) years.

Non-Binding Solicitation Of Turnback Capacity/ Reverse Open Season
Existing shippers on ANR desiring to turn back capacity they believe may be used as a substitute to construction of new mainline facilities for the Project are invited to fill out the Non-Binding Turnback Open Season Request Form and notify ANR of their desire to turn back capacity by checking the appropriate space on the form. Such notification must specify the contract number, primary receipt and delivery points, the capacity the shipper is offering to turn back, and all requested information on the Request Form. For those submitting a proposal in the turnback open season, the Request Form should be completed and delivered to ANR prior to 5:00 PM CDT on August 14, 2017. ANR will consider and evaluate offers of turnback capacity which may reduce the facility scope of the proposed Project or satisfy services similar to those proposed herein in terms of location, term, and price. However, in ANR's sole discretion, acceptable capacity turnback proposal(s) will have to be compatible, economically accretive, and directly offset any mainline facilities that ANR proposes to construct or modify to satisfy the capacity requirements of the Project.

ANR is holding this non-binding turnback open season in accordance with Section 6.3.3 of the General Terms and Conditions of its FERC Gas Tariff. The non-binding turnback open season will commence at 11:30 AM CST on Monday, August 7, 2017, and end at 1 0: 0 0 AM CST Monday, August 14, 2017. ANR will notify any shippers from whom it will accept turnback capacity no later than Wednesday August 23, 2017. Pursuant to ANR's tariff, all requests to turn back capacity for the proposed Project will be evaluated under this non-binding turnback open season. All responses to solicitation submitted during the non-binding turnback open season may be withdrawn and/or replaced.

This non-binding turnback open season is for turnback of existing capacity under rate schedules FTS-1, ETS or FTS-3 service, with receipt and delivery point combination/path(s) specified above. No turnback offers received in response to this solicitation shall be binding on either ANR or the shippers. ANR reserves the right to accept or reject, in its sole discretion, on a nondiscriminatory basis, any responses to this non-binding solicitation for turnback capacity for any reason, including but not limited to responses with contingencies or deviations in monthly MDQ's, responses that are incomplete, responses that contain modifications to the Request Form or that conflict with ANR's FERC Gas Tariff. Turnback responses will be evaluated, on a non-discriminatory basis, on a present value ("PV") basis, taking into account rate and term, with highest priority assigned to the turnback responses with the lowest PV. To the extent accepted, a response of equivalent PV will be accepted on a pro-rata basis.

Any and all requests to turn back capacity meeting the criteria set forth herein will be subject to and conditioned on ANR's receipt of any and all necessary governmental authorizations on terms and conditions acceptable to ANR and with ANR proceeding with the Project. This non-binding turnback open season is subject to ANR's FERC Gas Tariff and to all applicable laws, orders, rules, and regulations of authorities having jurisdiction.
