ANR Pipeline Company ("ANR") is initiating an open season for the following firm capacity:

SE Area Capacity

Beginning November 1, 2017 ANR has approximately 190,028 Dth/d of unsubscribed capacity available for sale.
Due to the complex nature of ANR's system within the SE Area, this volume is subject to change based upon the combination of delivery point bids received.

Minimum Acceptable Bids
The minimum acceptable bid term is November 1, 2017 through October 31, 2018. Shippers may bid a longer term in annual or seasonal increments only.

If capacity is awarded at a discounted demand rate, the resulting transportation contract(s) will include all SE Area secondary receipt and delivery points at the same discounted rate as the primary path. ANR reserves the right to reject bids that are less than tariff rate.

Other Terms and Conditions
ANR will be holding this open season in accordance with Part 6.2.10 (i) of the General Terms and Conditions of its FERC Gas Tariff, commencing Wednesday, August 2, 2017 @ 12:00 PM CST, and ending Friday, August 4, 2017 at 12:00 PM CST. Winning bidders will be notified no later than 3:00 CST on August 4, 2017.

Pursuant to ANR's tariff, all requests for service for the capacity available above will be treated under this open season. All bids submitted during the open season may be withdrawn and/or replaced with an equal or higher rate bid during the open season period. Bids cannot be replaced with lower rate bids.

This open season is for the capacity available for the receipt and delivery point combination/path(s) specified above. As such, ANR reserves the right to reject any bid that does not specify the path(s) posted above. ANR reserves the right to reject discounted bids. ANR reserves the right to reject bids with varying primary receipt and delivery points. ANR reserves the right to reject bids for rate schedules other than FTS-1. ANR reserves the right to reject negotiated rate bids. ANR reserves the right to reject bids with deviations in monthly MDQ's. ANR reserves the right to reject any request that is incomplete, contains modifications to the terms bid form(s), or conflicts with ANR's FERC Gas Tariff. Available capacity volumes are contingent upon mainline, meter and lateral capacity. ANR has the right to award capacity to a mutually agreed-upon alternate receipt or delivery point if capacity is unavailable at the meter(s) specified in the bid. This open season is subject to ANR's FERC Gas Tariff and to all applicable laws, orders, rules, and regulations of authorities having jurisdiction.

Bid Evaluation
Upon completion of this open season, all remaining bids will be considered binding until a successful bid(s) has been awarded. All final bids received during the open season will be evaluated on a Net Present Value per unit of MDQ (NPV) basis using the factors below.

NPV= En [R*(1 / (1+i)*n)]/MDQ
En = Summation of months 1 through n (Sigma)
n = term in months
MDQ = Contract MDQ
R = Incremental monthly revenue of all services/paths in bid
i = Monthly Discount Factor (current FERC quarterly rate) this rate can be found at https://www.ferc.gov/enforcement/acct-matts/interest-rates.asp
These factors will be weighted equally.

Awards shall be made to the bids with the highest NPV. If more than one bid has the same NPV and requests for service exceed available capacity offered in Open Season #223, then the capacity shall be awarded pro rata to shippers with matching NPV bids. In the event of a tie, parties interested in this capacity may specify an acceptable minimum prorated MDQ.
