RE: COLLIERVILLE EXPANSION PROJECT (Open Season #195)
ANR Pipeline Company ("ANR") is initiating an open season for its Collierville Expansion Project ("Project").
SEHS - COLLIERVILLE METER STATION
In accordance with Section 6.3.3 of the General Terms and Conditions of the ANR Pipeline Company (ANR) FERC Gas Tariff, ANR reserved 200,000 Dth/d of unsubscribed transportation capacity on the "N of Brownsville" SEML segment (Loc# 1260569), in order to effectively reserve capacity for the Project from ANR's Southeast Headstation to the Collierville meter station beginning 11/1/2017.
As required by Section 6.3.3 of the General Terms and Conditions of the ANR FERC Gas Tariff, ANR is conducting an open season in conjunction with the Project. Acceptable bids shall reflect the following parameters:
o The Project is from ANR's Southeast Headstation (Loc# 103565) to the Collierville meter station location (Loc# 416969).
o Minimum bid term is twenty (20) years. Shippers may bid additional term in annual increments. ANY TRANSPORTATION BID FOR A TERM LESS THAN TWENTY YEARS MAY BE REJECTED AT COMPANY'S SOLE DISCRETION.
ANR is holding this open season in accordance with Section 6.3.3 of the General Terms and Conditions of its FERC Gas Tariff. The open season will commence at 10:00 AM CST on Wednesday, October 14, 2015 and end at 10:00 AM CST Wednesday, October 21, 2015. The winning bidder(s) will be notified no later than Wednesday, November 4, 2015. Pursuant to ANR's tariff, all requests for service for the capacity available above will be treated under this open season. All bids submitted during the open season may be withdrawn and/or replaced with an equal or higher rate bid during the open season period. Bids cannot be replaced with lower rate bids.
This open season is for the capacity available for the receipt and delivery point combination/path(s) specified above. ANR reserves the right to reject negotiated rate bids or bids below ANR's applicable maximum rate. ANR reserves the right to reject bids with contingencies. ANR reserves the right to reject bids with deviations in monthly MDQ's. ANR reserves the right to reject any request that is incomplete, contains modifications to the terms bid form(s), or conflicts with ANR's FERC Gas Tariff. This open season is subject to ANR's FERC Gas Tariff and to all applicable laws, orders, rules, and regulations of authorities having jurisdiction.
Bids will be evaluated based upon highest NPV. Upon completion of this open season, all remaining bids will be considered binding until a successful bid(s) has been awarded. All final bids received during the open season will be evaluated on a Net Present Value (NPV) basis using the factors below. ANR may consider the aggregate NPV's of two or more bids to achieve the highest NPV in its determination of the bids to be awarded. All bids should refer to Open Season #195.

En = Summation of days 1 through n (Sigma) n = term in days
R = Incremental daily revenue

These factors will be weighted equally. If more than one bid has the same NPV and requests for service exceed available capacity, then the capacity shall be awarded pro rata to shippers with matching NPV bids. In the event of a tie parties interested in this capacity may specify an acceptable minimum prorated MDQ.
